Sheena Jones, MHRM, BA

Chief Executive Officer

Sheena Jones was selected by the Ebony House Behavioral Health Outpatient Services Board of Directors as the organization’s Chief Executive Officer, effective November 3, 2025. She brings more than 17 years of diverse leadership experience in healthcare administration, behavioral health operations, compliance, program development, and community-based services.

As a seasoned healthcare executive and mental health advocate, Sheena has dedicated her career to expanding access to quality behavioral health and substance use disorder treatment services throughout Arizona. Her leadership experience includes successfully navigating complex regulatory environments, developing sustainable programs, managing healthcare operations, and building strategic partnerships that strengthen community-based care.

Sheena holds a Master of Human Resource Management (MHRM) and a Bachelor of Arts in Business, providing a strong foundation in organizational leadership, strategic planning, workforce development, and operational management. She combines her educational background with extensive real-world experience to lead organizations through growth, change, and continuous improvement.

Throughout her career, Sheena has demonstrated a strong commitment to serving vulnerable populations and advancing equitable access to behavioral health services. She has extensive experience working within Arizona’s integrated healthcare system and collaborating with providers, health plans, government agencies, and community stakeholders to improve outcomes for individuals and families.

Richard L. Toler Jr., PhD, MBA

Richard L. Toler Jr., PHD, MBA

Board Chair

Dr. Richard L. Toler, Jr. brings more than 25 years of executive leadership experience in strategic planning, fiscal management, and organizational development. He previously held marketing leadership roles with Johnson & Johnson, General Electric, and Honeywell, and served as a professor in the Business Department at Mesa Community College for 16 years.

He holds a Ph.D. in Business from Northcentral University (now National University), an MBA from Harvard Business School, and a Bachelor of Science in Engineering Science from the University of Cincinnati. Dr. Toler is committed to advancing Ebony House Behavioral Health Outpatient Services Inc.’s mission of behavioral health, substance use recovery, and family-centered community services.

Emmett Boyd

Board Vice Chair

Emmett Boyd is the former Park Manager of the Rio Salado Habitat Restoration Area for the City of Phoenix, Arizona. He brings numerous years of experience in field leadership and recreation management and retired from the City of Phoenix in 2025 after 35 years of service. He holds a degree in Recreation Management from Arizona State University and a certification in American Humanics.

He has been recognized by Phoenix College as one of its Living Legends and is a recipient of the Dr. Martin Luther King Jr. “Living the Dream Award.” He is active at Pilgrim Rest Baptist Church, where he serves on several auxiliary boards, and currently serves as a board member of the African American Advisory Committee for the City of Tempe. He also serves as Membership Chair for the National Forum for Black Public Administrators (NFBPA), Central Arizona Chapter, the leading organization for municipal employee leadership development in the country.

Mr. Boyd has served on the Ebony House Behavioral Health Outpatient Services Board of Directors since 2016. He and his wife, JoAnn, are the proud parents of four children. In his spare time, he serves as a high school basketball and football official.
